Who We Are

Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-State actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective is to enhance non-state actor’s voice. Through better coordination and networking that contributes to helping non-state actors to possess a vibrant space in policy dialogue arena especially, peacebuilding, security, democratization, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. SONSAF has 67 members drawn from the entities mentioned above. SONSAF is the leading civil society platform mandated to strengthen the voice of Somaliland’s Non-State Actors (NSAs), enabling them to have a vibrant space in policy dialogue with a particular focus on peacebuilding and democratization, security, poverty reduction, human rights, infrastructure, and good governance.


SONSAF aims to have concrete influence in formulating policies that address the needs of all citizens, especially marginalized members of society that include women, minority groups, people with disabilities and youth.

SONSAF continuously aims to enhance the development process by strengthening the NSAs influence through effective coordination, demonstrating best practices and innovative networking strategies to all its NSA members..

SONSAF also promotes the concept of NSA to other like-minded organization including those from neighboring countries in the Horn of Africa..

  • Message from the Chairman

    I am Anwar Abdirahman Warsame, the chairman of Somaliland Non-state Actors Forum (SONSAF) and I am honored to be the current chairperson of SONSAF board of directors. As a chairperson, I am committed to growing the NSA’s and building on our past and ongoing efforts to enhance the organization’s relevancy, reach, and impact. Since its establishment in 2008, SONSAF as a Non-state Actor, has been part of the democratization process in Somaliland, having played a key role in the 2010 presidential election and 2012 local council elections as well as 2017 and 2021 presidential and Joint elections respectively. The role of SONSAF is always to speak on behalf of the civil society organizations in Somaliland, advocate for policy dialogue, peaceful, transparent and free and fair elections to happen, lobby for future political stability of Somaliland i.e. Prepare a platform for discussion of social, political and economic issues Somaliland government and its people are facing. During each election, SONSAF’s role is to work hard or focus on the political space management and arbitrate the political parties and the National Electoral Commission. SONSAF works closely with the Somaliland National Electoral Commission known as NEC, the three political parties and the other civil society organization that are involved in the peacebuilding, governance and the democratization process in Somaliland.
