  1. Background

Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-Stat actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective are to enhance non-state actor’s voice through better coordination and networking that contributes in helping Non-state actors to possess a vibrant space in policy dialogue arena especially, peace-building, security, democratisation, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. Overall, civil society and nongovernmental organisations (NGOs) can influence individual behaviour and the institutions involved in all development sectors.

SONSAF is awarded an eighteen-month project entitled Support Peaceful Elections (PEACE) programme in Somaliland 2021’. The eighteen months project is funded by the European Union, which has two main objectives:

  • Monitoring and reducing electoral tensions through Election Situation Room (ESR) across Somaliland and
  • Increasing Women’s, youth and minorities participation in Somaliland’s electoral and governance processes in the pre-election, election and post-election periods
  1. Objectives of the Assignment

The objective of the assignment is to provide a platform for young women with leadership aspirations to interact with leading women figures and politicians.  The Political Consultant will provide the relevant information for the development of an online leadership resource center where all the material will be made accessible to educate young women on the different aspects of governance in Somaliland.

This online resource center will provide a platform where women candidates can connect with university students and young political activist, allowing them to act as role-models and share their experience of the political process. The website will also be a platform for discussions to deepen their understanding of women in leadership and lessons learned forums as well as debates and dialogues on women in politics and the Somaliland gender gap.

  1. Scope of Work

 The Political Consultant will focus on the following key activities.

  • Work closely with a website developer to populate an online resource center for young women with political aspirations
  • The resource center should be platform where women candidates can connect with university students and young political activists
  • Encourage participants to mentor one another and share their experience of the political process and the challenges that women encounter
  • Provide online training to women to enhance their knowledge and understanding of electoral legislation and good governance
  • Prepare the training material including; training schedule, PowerPoint presentations and discussion contents.
  • Prepare informative resources on women in leadership in Somaliland politics and the Somaliland gender gap.

This online resource should empowering young women encouraging  participants to enhance their political prowess

  1. Reporting

The Political Consultant  will report directly to the SONSAF Project Coordinator.

  1. Qualifications, Skills and Experience
  • Bachelor’s or master’s degree in research, law, human rights, political science, international relations or closely related discipline or relevant fields.
  • A thorough understanding of electoral legislation in Somaliland, particularly the election law 91/2020, regional and district administration act 23/2019 and political parties act 14/2011.
  • Minimum of three (3) years of relevant experience, preferably in conducting assessments/research, workshop and capacity building, including participatory training approaches for Civil Society Organizations or NGOs.
  • Excellent awareness of the Somaliland political environment and the challenges that are unique to women
  • Knowledge of connections to relevant stakeholders, especially in Somaliland.
  • Should possess the ability to work with people of different cultural backgrounds irrespective of gender, religion, race, nationality and age.
  • Good computer skills (Windows, Word, Excel, PowerPoint, Internet, etc.).
  • Excellent facilitation skills
  • Special preference will be given to suitably qualified female candidates.

It is essential that the resource center is up and running within tight deadline; therefore, the selected facilitator must adhere to the agreed training schedule.
